SS4A Agreement with Wilson & Company


ISSUE:

The Governing Body is asked to consider and approve an engineering contract with Wilson & Company for the Multi-jurisdictional Safe Streets and Roads for All (SS4A) project for $1,690,000.00.

BACKGROUND:

In September 2022, the City applied to the U.S. Department of Transportation's Safe Streets and Roads for All (SS4A). The City of Garden City was awarded $1,360,000.00 for the SS4A Action Plan, and on July 6, 2023, the Governing Body approved a grant funding agreement with the Kansas Department of Transportation for $340,000.00. Combined, this $1,690,000.00 covers the engineering fees associated with the project. Description and Project Location: Develop a Comprehensive Multi-Jurisdictional Safe Streets for All (SS4A) Action Plan, incorporating data collection, analysis, road safety audits, stakeholder engagement, and strategic project selections to address safety. 

 

 Jurisdictions Include The City of Garden City, KS; Finney County, KS; The City of Holcomb, KS; Seward County, KS; The City of Liberal, KS; Haskell County, KS; Scott County, KS; The City of Scott City, KS; Logan County, KS; The City of Oakley, KS; Decatur County, KS; The City of Oberlin, KS

 

On July 18, 2023, the Governing Body approved Wilson & Company to manage and perform the professional services required by the project. If approved today by the Governing Body, Wilson & Company will begin its engineering services within five days of receiving written notice to proceed from the City.

 

ALTERNATIVES:
  1.  The Governing Body may approve the engineering contract with Wilson & Company for $1,690,000.00 and authorize the Mayor to sign the contract.
  2. The Governing Body may not approve the contract with Wilson & Company for $1,690,000.00.
RECOMMENDATION:

Staff recommends the Governing Body approve the engineering contract with Wilson & Company for $1,690,000.00 and authorize the Mayor to sign the contract.

FISCAL NOTE:

The City will have an obligation to pay Wilson & Company their pay requests, which may be paid directly by the Federal Highway Administration (FHA) and the Kansas Department of Transportation (KDOT). Alternatively, the City will pay and seek reimbursement from the FHA and KDOT.
