1:30 p.m. - Public Hearing on the matter of the Governing Body hearing questions, concerns and comments from the public with regard to the levy of a property tax rate exceeding the revenue neutral rate and the approval of the 2024 budget. Following the public hearing the Governing Body is asked to consider and approve a resolution to levy a property tax rate exceeding the revenue neutral rate.
- Resolution No.____-2023, a resolution of the City of Garden City, Kansas to levy a property tax rate exceeding the revenue neutral rate.

| | | | | | | | BACKGROUND:
At the July 6, 2023 City Commission meeting, the Governing Body authorized the Mayor to sign the Indication of Revenue Neutral Rate Intent to exceed the calculated revenue neutral rate. The 2024 City budget was approved for publication at the August 1, 2023 meeting with a 38.378 mill levy rate. The Revenue Neutral Rate for 2024 is 34.279 mill levy rate. This resolution formally acknowledges that the City is exceeding the Revenue Neutral Rate. |

- The Governing Body may approve the resolution as presented. Approval must be completed by a roll-call vote.
- The Governing Body may not approve the resolution and lower the City's mill levy to equal the Revenue Neutral Rate.

Staff recommends the Governing Body approve the resolution as presented. |
