2023 Second Round of AFAC Grant Funding Recommendation


ISSUE:

The Governing Body is asked to consider and approve the distribution of the additional round of $250,000 of AFAC funds as recommended by the LiveWell Finney County Board.

BACKGROUND:
Funding for AFAC is established in KSA 79-41a04, which creates an Alcoholic Liquor Fund, created from alcohol consumption tax funds. State law also prescribes how those monies are to be distributed back to local units of government. For cities with populations greater than 6,000, the law sets forth that 1/3 of the money be credited to the general fund, 1/3 be credited to a special parks and recreation fund, and 1/3 to special alcohol and drug programs funded in the city treasury.

 

With few treatment and prevention facilities/agencies in Garden City, past awards have largely been made to agencies which have provided an expanded definition of prevention based on accepted categories of prevention strategies. This added flexibility aims to keep the funds local. 

 

The City went through a grant application process earlier this year and awarded $69,970 between the two application processes. There was $100,000 budgeted which has left $30,030 remaining for this calendar year.

 

However, on June 20, 2023, the City Commission authorized an additional round of funding in the amount of $250,000 to help support two initiatives: 

  • Increase the availability of childcare in the community/Assist in the development of private childcare options
  • Mental health co-responder programming 

 

These areas have been identified in the 2023-2024 City Commission goals or are ongoing initiatives. The proposals still needed to identify the connection between the programming and prevention, intervention, education, or treatment but the goal is that a concerted effort in these areas will help move these initiatives forward and provide some one-time funding opportunities to expand capacity. 

 

Five applications were received totaling $398,400 and are attached. LiveWell Finney County Board has reviewed the applications and made the following funding recommendations:

It should be noted that the only agency that applied for funding (and was awarded funding) in the previous process in 2023 was Real Men Real Leaders. 

ALTERNATIVES:
  1. The Governing Body may approve the recommendation to award two applicants as recommended by the LiveWell Finney County Board.
  2. The Governing Body may alter the recommendation and award funding as the Governing Body sees fit.
  3. The Governing Body may not approve the recommendation and send the item back for further review.
RECOMMENDATION:
Staff recommends the Governing Body approve the recommendation to award two applicants as recommended by the LiveWell Finney County Board.
FISCAL NOTE:

If approved, the City of Garden City will expend $250,000 from the AFAC Fund for the purposes of funding the additional round of AFAC funding. After these expenditures, there will be approximately $237,000 remaining in fund balance.
