The Governing Body is asked to consider and approve a request for annexation of the west portion of Jennie Barker Road north of K-156 into the City of Garden City, Kansas. 

In November of 2022, the City Commission received and approved an annexation request for  property located in Section 3, Township 24, Range 32 lying north of Kansas Highway 156 and east of Jennie Barker Road. 

This annexation included the east portion of Jennie Barker Road adjacent to the property. However, the west portion of Jennie Barker Road was not included and remains in unincorporated Finney County. 

At the August 21, 2023, County Commission meeting, the Board of County Commissioners voted 3-2 to request the City annex the west portion of Jennie Barker Road adjacent to the previously annexed property. There were two County Commissioners concerned with agriculture truck traffic no longer being able to use that portion of Jennie Barker Road and voted against the annexation request. 

Jennie Barker Road is not a designated truck route within the City of Garden City, as it is not signed "Truck Route". However, if the commercial vehicle is making a delivery, they may leave the marked truck route at the point nearest the destination of the delivery to make the delivery. They must return to the marked truck route following the delivery.  

Should the Governing Body support the annexation request, the action would be to direct staff to create the necessary ordinance annexing this property into the City boundaries and bring it back to a future meeting for consideration. 

1. The Governing Body may direct staff to create the necessary ordinance annexing this property into the city boundaries and bring the ordinance to the Governing Body for consideration at a later date. 
2. The Governing Body may not authorize staff to create the necessary ordinance annexing this property into the city boundaries.  

Staff recommends the Governing Body direct staff to create the necessary ordinance annexing this property into the city boundaries and bring the ordinance to the Governing Body for consideration at a later date.
